Abstract
El objetivo de este trabajo de investigación fue tras el fusilamiento de Salaverry, Santa Cruz quedó como dueño de la situación
política y militar en Perú y Bolivia, de esa forma se dispuso a crear oficialmente la
Confederación, en este propósito lo acompañó el Presidente peruano Orbegoso. Era hora
de hacer realidad lo pactado, se convoca a tres asambleas que luego se convirtieron en tres
Estados; la Asamblea de Huaura o Estado Nor peruano, integrada por Lima, Amazonas,
Junín y La Libertad; la Asamblea de Sicuani, más tarde Estado Sur peruano integrada por
las jurisdicciones de Arequipa, Cuzco y Puno y la Asamblea de Tapacarí o Estado de
Bolivia formado por los departamentos de La Paz y Chuquisaca estas tres asambleas
fueron las que aprobaron la Confederación. Orbegoso fue nombrado presidente del Estado
Nor peruano, Pio Tristán, elegido presidente del Estado Sur peruano y Andrés de Santa
Cruz, presidente del Estado Boliviano.
