Abstract
El objetivo de este trabajo de investigación fue no es una condición necesaria que un regimen autoritario establesca una politica
estatista o protecionista, podemos citar como ejemplo lo sucedido en Chile con Pinochet en
los 70 e incluso la Junta Militar que goberno Brasil durante 1964-1985.
Se ha puesto demasiado énfasis en las conclusiones de la misión Kleiber, sin estudiar
la influencia que toma el contexto de la guerra fría. Sus decisiones apoyaron los
planteamientos de la clase exportadora, imposibilitando un camino de desarrollo y crecimiento
equilibrado para el Perú.
La dependencia económica del Perú hacia Estados Unidos se ve reflejada en los
prestamos e intereses que jugaria el vecino del norte en nuestra conciencia nacional, pues
nuestras instituciones educativas emblematicas no hubieran sido construidas sin apoyo
privado del FMI o del Banco Mundial, entendiendo esto como una dominación cultural y
social de ver el mundo.
El cambio migratorio de campo hacia la ciudad permitio el inicio de la construccion de
un nuevo significado de cholo, el contacto cultural entre lo criollo y lo andino florecería en las
llamadas barriadas. Una nueva clase social aparecía, producto de las reformas económicas y
políticas en las que se embarcaba el Onchenio
El crecimiento de la desigualdad ha creado un gran descontento social para el pueblo,
que en busca de reformas es sostenida por una élite que no permite cambios, sino que
responde con violencia y autoritarismo. Que existe una diferente entre libertad política y
libertad económica, que rara vez una que otra confluyen pero que necesariamente no van
unidas. Claro ejemplo es el reflejo del régimen Comunista de China o el gobierno nacionalista
de Rusia.
The objective of this research work was that it is not a necessary condition for an authoritarian regime to establish a policy statist or protectionist, we can cite as an example what happened in Chile with Pinochet in the 1970s and even the Military Junta that governed Brazil during 1964-1985. His decisions supported the approaches of the exporting class, preventing a path of development and growth balanced for Peru. Peru's economic dependence on the United States is reflected in the loans and interests that the northern neighbor would play in our national conscience, because our emblematic educational institutions would not have been built without support of the IMF or the World Bank, understanding this as a cultural domination and social to see the world.
