Abstract

En el año 2014 el sector educativo utiliza por primera vez el mecanismo de inversión denominado “Asociación público privada” más conocida como APP, este mecanismo de inversión al sector público se hizo con el fin de reducir la brecha de infraestructura pública, así como también en las instituciones educativas, aportando así a la calidad educativa de muchos estudiantes. Ante esta situación la presente tesis tiene como objetivo describir de qué manera se desarrollará la asociación público privada en la infraestructura educativa de las instituciones educativas de UGEL N° 5 del distrito de San Juan de Lurigancho, 2019. Metodológicamente él estudio tuvo un enfoque cualitativo, cuyo tipo de investigación es el fenomenológico de diseño descriptivo. La muestra de estudio fue realizada al personal directivo de las 12 instituciones educativas de la UGEL Nª 05 de San Juan de Lurigancho quienes están en la lista del año 2015, instituciones que serían parte de la inversión mediante APP, a quiénes se les aplicó un instrumento de entrevista estructurada para el recojo de datos. Los hallazgos obtenidos en las instituciones educativas de la UGEL Nº 5 visitadas nos dan a conocer la aceptación por parte de los directivos para ser parte de la APP, ya que creen que es la única forma de aminorar la brecha de infraestructura educativa y así dar una mejor calidad en la educación de los estudiantes, requiriendo mayor comunicación para evitar qué grupos politizados se opongan a ello. Asimismo, hay un desconocimiento de la normativa institucional por parte del MINEDU, Cabe mencionar que los proyectos que se han venido trabajando con el ministerio de educación han sido cubiertos de iniciativa privada cofinanciada IPC, encontrándose en la etapa de formulación. En conclusión podemos determinar que si se quiere aminorar la brecha de infraestructura educativa urge mayor celeridad en las etapas de contratación con las APP, contar con un personal comprometido, eficiente y conocedor en aspectos de APP por parte del MINEDU, y por otro lado conformación de equipos en la supervisión o seguimiento con la intervención de los diferentes estamentos de las escuelas, personal de UGEL y/o municipios. Asimismo, un sector privado comprometido en el desarrollo del país.
In 2014, the education sector used for the first time the investment mechanism called “Public-private association”, better known as APP, this investment mechanism for the public sector was made in order to reduce the public infrastructure gap, as well as in educational institutions, thus contributing to the educational quality of many students. Faced with this situation, the present thesis aims to describe how the public-private association will develop in the educational infrastructure of the educational institutions of UGEL N ° 5 of the district of San Juan de Lurigancho, 2019. Methodologically, the study had a qualitative approach, whose type of research is the phenomenological of descriptive design. The study sample was carried out to the directive personnel of the 12 educational institutions of the UGEL Nª 05 of San Juan de Lurigancho who are on the 2015 list, institutions that would be part of the investment through PPP, to whom an instrument was applied structured interview for data collection. The findings obtained in the educational institutions of the UGEL No. 5 visited show us the acceptance by the managers to be part of the APP, since they believe that it is the only way to reduce the educational infrastructure gap and thus give a better quality in the education of students, requiring greater communication to avoid politicized groups opposing it. Likewise, there is a lack of knowledge of the institutional regulations on the part of MINEDU. It should be mentioned that the projects that have been working with the Ministry of Education have been covered by a private initiative co-financed by the IPC, and are in the formulation stage. In conclusion, we can determine that if the educational infrastructure gap is to be reduced, greater speed is urgently needed in the contracting stages with the PPPs, to have a committed, efficient and knowledgeable staff in PPP aspects by MINEDU, and on the other hand, the formation of teams in the supervision or follow-up with the intervention of the different levels of the schools, UGEL personnel and / or municipalities. Also, a private sector committed to the development of the country.
